The National Oceanic and Atmospheric Administration is looking for firms that qualify under the small business programs represented in the Federal Acquisition Regulations (FAR) Part 19 including 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (Hubzone) small business, service disabled veteran owned small business, veteran-owned small business.



THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY, to identify valid sources and to gauge the business interest for Commercial and Institution Building Construction intended for the Northwest Fisheries Science Center – Manchester Research Station, 7305 Beach Dr. East, Port Orchard WA. The estimated range for this project is between $20 million to $30 million.



MARKET RESEARCH IS BEING CONDUCTED in accordance with Federal Acquisition Regulation (FAR) Part 10 to gain knowledge of interest, capabilities, and qualifications of small businesses operating as PRIME CONTRACTORS with the capabilities and experience to perform the required work.



THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTED.



The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) is proposing a procurement for construction services utilizing Early Contractor Involvement (ECI) or Construction Manager at Risk (CMAR) delivery, whereby the contractor will be brought onto the project during design phase to provide cost estimating and constructability feedback, and then a possible firm-fixed-price award for construction at a certain stage of design.



The full extent of the work will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is provided as follows.



Description of Work Required: The Contractor will be responsible for all labor, materials, equipment, and project oversight (i.e. management and field supervision) to execute approximately 21,000 GSF of new construction at NOAA's Manchester Campus in Port Orchard, WA. This project will include a new lab, office, and fish hatchery space, built on the existing 22 acre campus, which must remain operational throughout construction.



• A new, energy efficient facility that will include modem laboratory facilities for data collection and research that focuses on understanding the life cycle of marine species and the impacts of ecosystem stressors on anadromous and marine fish and invertebrates.



• The facility will include but is not limited to the following program areas and facilities:



a. Recirculating Aquatic System (fresh and saltwater)



b. WetLabs



c. DryLabs



d. Facility Storage



e. Gas Generation



f. Freezer Storage



g. Office Spaces



h. Electrical, Mechanical and Communication Spaces



j. Site work including utilities, sidewalks, parking, roadways, and landscaping



k. Hatcheries (specialized flow through aquatic systems for ocean acidification and toxicology research, and recirculation aquaculture systems)





The North American Industry Classification System Code (NAICS) is 236220 - Commercial and Institutional Building Construction. The Small Business Size Standard is $39.5 million.



FOR PURPOSES OF THIS NOTICE, Interested PRIME CONTRACTORS are invited to submit a capabilities statement/narrative demonstrating the firm's experience in construction projects of a similar nature as described.



a. Construction of the project was completed within ten (10) years prior to TODAY'S DATE;



b. The project was either Construction Manager at Risk (CMAR) Contracting, Early Contractor Involvement (ECI) Design-Bid-Build (DBB) or Design-Build (preference will be given to projects that used the CMAR or ECI delivery methods);



c. The project involved at least three (3) of the below sub-characteristics:



• extensive civil and site work including excavation and construction of foundations (i.e. caissons, piers, etc.)



• construction of high performance building elements contributing to LEED certification;



• construction of laboratory facilities for data collection and research of marine species and the impacts of ecosystem stressors;



• installation of interior finishes including carpet, paint, ceiling tiles, and partitions; and



• construction to new components related to electrical, mechanical, and fire protection/life safety disciplines.



d. The project's final construction cost (inclusive of modifications) was at least $20 million and the project involved either extensive repair and/or alterations or new construction at least 20,000 GSF, over no more than three (3) years.



The submittal shall be no longer than ten (10) pages and shall include the following information:



1. Company name, address, point of contact with verifiably correct telephone number and email address;



2. Company business size, including any official teaming arrangements as a partnership or joint venture;



Company documentation shall include verifying status as a certified 8(a) small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUB-Zone) small business, services disabled veteran owned small business, or veteran owned small business;



3. Details of two (2) similar projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms must include the following information for each of the two (2) similar projects;



a. State whether the firm acted as the Prime Contractor or Subcontractor;



b. Dates of construction for the two (2) projects;



c. All projects shall demonstrate the characteristics listed above;



d. Project references (including owner with telephone number and e-mail address);



e. Project cost, term, and complexity of job; and



f. Information on the firm's bonding capability - SPECIFICALLY IDENTIFY SINGLE AND AGGREGATE BONDING CAPACITIES.



NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. If you are responding to this Notice from outside the geographic location of the work (i.e. the field office is 50 miles outside of Port Orchard, WA metropolitan area), please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government.



Failure to submit all information requested will result in a contractor not being considered as an interested concern.



GOOGLE FORM RESPONSES ARE REQUIRED (and include an option to upload documents). In the event a contractor is unable to gain access to the form, email responses will be permitted. Acknowledgment of responses will not be made, nor will respondents be notified regarding the results of the Government’s evaluation of the information received. The determination to proceed with the acquisition is within the discretion of the Government. Telephone inquiries will not be accepted.
