THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.



The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services:



1. Title: Plumbing & HVAC-R Maintenance



2. Tasks: Furnish all labor, materials, tools, specialized equipment, software and supervision necessary to perform Plumbing and HVAC-R Maintenance, with ancillary construction if necessary. This can include, but not limited to:



a. Plumbing and Pipe Systems




  1. Drain, Waste, and Vents repair, replacement and installation

  2. Compressed gas system components, including air, oxygen, and vacuum systems and repair and replacement

  3. Medical Center Medical gas analysis and certification

  4. Plumbing leak repair

  5. Pipe Insulation and labeling

  6. Sewer and storm drain, unplugging, clearing, and jetting

  7. Unplugging of toilets, urinals, sinks, showers, and laves

  8. Grease trap cleaning

  9. Sump pump repair and servicing

  10. Steam system testing, repair, replacement, or demolition

  11. Heating hot water loop testing and repair

  12. Chilled water loop testing and repair

  13. Water balance of chilled water and heating hot water

  14. Underground fire-line-piping, irrigation-line-piping, and valves repairs and replacement

  15. Underground geothermal heating lines and valves repair and replacement

  16. Underground building drains and sewers lines repair and replacement

  17. Underground domestic water lines repair and replacement

  18. Excavation of underground pipes, lines, and valves to repair or replace

  19. Domestic water hot, cold, and recirculation lines and valves repair and replacement

  20. Backflow device testing and repair

  21. Plumbing Fixture installation, replacement, repair, or removal

  22. Emergency eye wash and shower repair or replacement

  23. Heat exchangers installation, repair, and replacement

  24. Water heaters installation, repair, and replacement

  25. Pressure vessels welding and certification

  26. Pressure vessel installation, repair, and replacement

  27. Steam traps, steam valves, steam pumps, condensate pumps, installation, repair, and replacement

  28. Water Pumps installation, repair, and replacement

  29. Sewer lift stations repairs

  30. Reverse Osmosis stations, water softeners, chlorination stations, and water filters installation, repair, and replacement

  31. Plumbing Demolition



b. Installation and maintenance of fire protection systems




  1. Fire protection mains

  2. Branch lines and sprinkler heads

  3. Drain and repair existing sprinkler drops to replace existing sprinkler heads



c. HVAC-R maintenance




  1. Supply, return, and exhaust duct work testing, repair, installation, and demolition

  2. Direct Digital Controls parts, comm wire, and software installation, upgrade, repair, and replacement (Automated Logic-Web Control and Alerton Compass)

  3. Variable Speed Drives repair and replacement (with ABB Drives)

  4. Electric motors repair and replacement

  5. Fan repair and replacement

  6. VAV and CAV box repair, replacement, and tuning

  7. Coil cleaning, repair, and replacement

  8. AC Compressor repair, replacement, and maintenance

  9. HVAC-R electrical work

  10. Hot water boilers repair

  11. Steam boilers repair

  12. Water treatment

  13. Chillers repair

  14. Dryers, contactors, switches, circuit boards, relays, wire, terminals, disconnects, refrigerants, oils, lubricants, conduit, freeze stat, capacitors, fuses, UV lamps, reversing valve, defrost controls

  15. Ice Machines repair and replacement

  16. Air Handlers repair and replacement

  17. Shafts, bearings, sheaves, belts, filters, frames, skins, doors, hatches, hinges, coils, filter racks, and dampers

  18. Actuators

  19. Circuit setters

  20. Air conditioning, DX Cooling, VRF system repairs

  21. Heat pumps repair and replacement

  22. Heating, gas valves, gas train, gas piping, furnace, de-humidifier, repair and replacement

  23. Humidifiers repair and replacement

  24. Cooling towers repair and replacement

  25. Fan coils repair and replacement

  26. Walk in Cooler-Freezer/Refrigeration, repairs

  27. Medical refrigerators and freezers repairs

  28. Kitchen refrigeration cabinets and coolers repairs

  29. Penetrations through firewalls repairs and fireproofing

  30. TAB (testing, adjusting, and air balancing)

  31. Filter servicing and cleaning

  32. Exhaust fan repairs

  33. HVAC-R demolition



d. For emergency situations, the prime contractor should be able to respond and be on site ready to work within 2 hours.



e. Prime contractor must hold a current Plumbing contractor license and a current HVAC-R contractor license. Licensed journeyman plumbers and apprentices applies.



3. Locations: The work will primarily be at Seattle Veterans Affairs Medical Center (VAMC) Campus in Seattle, WA and American Lake VAMC Campus in Tacoma, WA. May also include Ft Lawton Campus in West Seattle, WA, as well as smaller clinics and transitional resident locations within Puget Sound Veterans Affairs Health Care System (VAHCS).



4. NAICS Anticipated: 238220, Plumbing, Heating and Air Conditioning Contractors, $16.5M Size Standard



5. Type of Contract Anticipated: One Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC)



6. Min/Max Contract Value Anticipated: $2,000/ $7,000,000 over entire life on contract.



7. Period of Performance Anticipated: 1 April 2023 to 31 March 2028; additionally, 52.217-8 Option to Extend Services for an additional six (6) months is anticipated.



8. Notes: Depending on the results of market research and socioeconomic set-aside decision, the appropriate limitation to subcontracting may be incorporated into resulting solicitation/contract.
