Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W911S823Q1003 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 324191 with a small business size standard of 750.00 employees. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids.

The MICC Joint Base Lewis McChord requires the following items, Brand Name or Equal, to the following:
LI 001: Contractor shall deliver 25 - 55 gallon Smoke Oil to Joint Base Lewis McChord no later than 01 May 23. The Smoke Oil must be one of the following brands: Chevron U.S.A., Inc Canopus 13 04BH0, Shell Oil Company Aeroshell Smoke Oil 5W416, Copper State Petrol. CSP Aviation Smoke Oil 6TAZ7, W.S. Dodge Oil Company Smoke Oil C13 0XAK2, PetroBlend Corporation Pure White Smoke Oil 7G4W2, Petro‐Canada Paraflex HT10 Fluids 0NVS1, and Phillips 66 Company Los Angeles, CA, Aviation Smoke Oil, 883E7., 1, Job;

For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com. This Is A Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for (smoke oil) on an NAME BRAND basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.
This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service.
