Description

The Naval Sea Logistics Center is issuing this sources sought notice as a means of conducting market research to identify parties having the resources and interest in manufacturing the Hull Assembly with Brackets for the Fleet Exercise Section (FES), NAVSEA drawing 5855690-503, Rev E, of the MK48 Heavyweight (HWT) Torpedo System in accordance with the attached drawings and statement of work.



This request for capability information does not constitute a Request for Proposal (RFP); submission of any information in response to this announcement is purely voluntary and the Government assumes no financial responsibility for any costs incurred.



The Government anticipates soliciting a firm fixed price contract, including 1 first article test unit, and 54 production units as the initial (base) quantity, with an option to purchase an additional 80 production units over 4 option years. The first article unit will be required to pass inspection, testing, and acceptance by the Government before manufacturing any production units would be authorized.



If your organization has the capability to manufacture these parts, please complete the attached "Questions for Industry" word document questionnaire and return via email to cody.d.hutchinson.civ@us.navy.mil no later than the response date and time identified on this notice.

CONTRACTORS ARE REQUIRED TO ADHERE TO OPERATIONS SECURITY (OPSEC) REQUIREMENTS.

The Government may not respond to any specific questions or comments submitted in response to this sources sought notice or information provided as a result of this sources sought notice. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes; the Government will not pay or otherwise reimburse respondents for information submitted, and it is not to be construed as a commitment by the Government.



All documentation shall become the property of the Government. The Government is not soliciting, nor will it accept proposals as a result of this sources sought notice. All firms responding to this sources sought notice are advised that their response is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via the Government-wide point of entry and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation.

The drawings contain distribution control statements. Therefore, they will be released only to those companies that meet the following criteria:




  • Have a minimum Confidence Level rating of Basic in the NIST SP 800-171 Assessment Compliance Report posted within the Supplier Performance Risk System. For more information regarding NIST SP 800-171, please go to https://www.sprs.csd.disa.mil/.

  • Have an active certificate in the Defense Logistics Agency’s Joint Certification Program (JCP). For more information regarding the JCP, please go to https://www.dla.mil/Logistics-Operations/Services/JCP/ .
