**AMENDMENT A00001: The purpose of this amendment is to answer four questions asked in response to the soliciation and revise several sections of the solicitation. See Attachment 75H70122Q00039-A00001 for details.**

See attached combined SYNOPSIS/SOLICITATION 75H70122Q00039 HVAC Replacement & TAB Services – White Swan, WA in support of the Indian Health Service (IHS). Detailed instructions to offerors, a full scope of work, plans and specifications and applicable Service Contract Act Wage Determinations are included in the solicitation documents attached. This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 238220 – Plumbing, Heating, and Air‑Conditioning Contractors. The associated size standard for this procurement is $16.5 million.





SCOPE OF WORK: See Section C of the attached solicitation. This objective of this project is to replace the two existing Lennox Heat Pumps with a single right-sized, code compliant unit; install new ventilation grills to allow for air balancing; and after installing new HVAC equipment, conduct a Test, Adjustment, and Balance (TAB) to ensure all spaces receiving code-compliant ventilation and temperature standards are met.





LOCATION OF PROJECT: Indian Health Service, White Swan Dental Clinic; 62 Birdsong Lane, White Swan, WA 98952





PERIOD OF PERFORMANCE: The contract Period of Performance is 45 calendar days from date of the Notice-to-Proceed (NTP).





SITE VISIT: An organized site visit is scheduled for Friday, October 28, 2022 at 10:00 AM local time. See Section L, paragraph L.3 for details.





CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) service contract in support of this requirement.





This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 12 and 13 procedures with Best Value evaluation criteria. The following factors will be used to evaluate offers:





I: Technical Capability (acceptable/unacceptable)



II: Past Performance (acceptable/unacceptable)



III: Price





The Government will evaluate these factors as described in Sections L and M of the solicitation.





DUE DATE: Proposal packages are due by November 18, 2022 no later than 2:00pm PT. Proposal packages shall be sent via email to toby.hayden@ihs.gov and must contain the information required by the solicitation. See solicitation Section L for quotation submission requirements.





QUESTIONS: Offerors shall submit all questions concerning this solicitation in writing to the Contract Specialist, Toby Hayden, at toby.hayden@ihs.gov. Questions must be received a minimum of 10 days prior to proposal due date to allow time for a response.

For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $16.5 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.
