Notice of Application – Community Development Department

Project applications have been filed with the City of Lakewood Community and Economic Development Department.  Following is a description of the applications and the process for review.  The applications and listed studies may be reviewed by contacting the lead Planner listed on this application.

APPLICATION NUMBER AND NAME:  App#5669 Lakewood Water District SEPA

PROJECT DESCRIPTION: Capital improvement project to replace failing AC and PVC water mains along 96 th ST S and Front ST S for a total of approximately 4,040 feet. A portion of the project also extends the existing transmission main into the east side of Sylvan Park Phase 3.

PROJECT LOCATION:  Within the right-of-way along 96 th Street S (beginning around 34 th Ave Ct S) and heading east along Front Street S (ending at 92 nd Street S). See attached site plan.

ZONING:    City of Lakewood Right-of-Way, no zoning designation.

PERMIT APPLICATION DATE:          February 9, 2023

DATE APPLICATION DEEMED COMPLETE:  May 15, 2023

OTHER PERMITS/PLANS WHICH MAY BE REQUIRED:  Site Development.

OPTIONAL SEPA DNS PROCESS: Environmental Review will be required pursuant to WAC 197-11-340. Pursuant to WAC 197-11-355 the City is electing to use the optional DNS process with this notice.  The SEPA threshold determination for this proposal is expected to be a Determination of Non-significance (DNS), which may include standard mitigation measures under applicable codes, and the project review process may incorporate mitigation measures regardless of whether an EIS is prepared.  The comment period below may be the only opportunity to comment on the environmental impacts of this proposal.

PUBLIC COMMENT PERIOD:  June 2, 2023- June 30, 2023

All persons may provide written comments about the proposal to the City of Lakewood Community and Economic Development Department at 6000 Main Street SW, Lakewood, WA. 98499 or via email to abell@cityoflakewood.us.   Comments must be received by 5 P.M. on June 30, 2023.Any person wishing to become a party of record or desire a copy of the determination should include the request with their comments.  A party of record may appeal the SEPA determination to the City of Lakewood Hearing Examiner by filing a complete appeal application in accordance with Lakewood Municipal Code (LMC) 1.36.
