Municipal Engineering Services

The City of Sunnyside invites Statements of Qualifications (SOQ) from firms interested in providing professional municipal engineering services during the 2023-2025 calendar years. The City may select a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, airport improvements, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, funding applications, surveys, plans, specifications, services during construction and funding administration. Design, plans, specifications, and services during construction for street, utility, and airport improvements may include those funded by TIB, STBG, STBG Set-Aside, CMAQ, BRAC, USDA, CDBG, DWSRF, PWB, SRF/Centennial Clean Water, FAA, Airport Improvement Program, WSDOT Aviation, SIED, CERB, LID, and federal stimulus funds.

The City may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program. Should CDBG funding be secured, cost plus percentage of construction cost consultant agreements will not be allowed. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.

SOQs shall be limited to thirty (30) printed pages excluding front and back covers (if used) and shall include the following information: qualifications of key personnel, experience in providing municipal engineering services, familiarity with the City of Sunnyside and/or experience with municipalities of similar size, experience with state and federal funding programs and regulatory agencies, relevant project experience/past performance on public projects, and references. Five (5) copies of the SOQ must be submitted.

The City’s selection of a consultant for these services will be made from the Statement of Qualifications received at City Hall, 818 E. Edison Avenue, Sunnyside, WA 98944 no later than 4:00 p.m. on February 8, 2023. Interviews may be held at the City’s discretion. The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit SOQs in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Resulting contracts will be subject to the provisions of Executive Order 11243 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of Department of Transportation Regulation 49 CFR Part 26 (Disadvantaged Business Enterprise Participation) and 49 CFR Part 30 (Foreign Trade Restriction Clause). Disadvantaged Business Enterprise consultants are encouraged to apply.

Following an evaluation of applications, firms considered to be the most highly qualified will be chosen by either qualification submitted in the SOQ and/or by interviews with the evaluation committee. The City reserves the right to reject any and all SOQ’s.

Per Washington State Public Disclosure Act (RCW 42.56 et seq.), documents submitted under this Specification shall be considered public records and, with limited exceptions, will be made available for inspection and copying by the public.

Respondents should be aware that any records they submit to the City or that are used by the City, even if the Respondents possess the records, may be public records under the Washington Public Records Act (RCW 42.56). The City must promptly disclose public records upon request unless a statute exempts them from disclosure. Respondents should also be aware that if even a portion of a record is exempt from disclosure, generally, the rest of the record must be disclosed. Exemptions, including those for trade secrets and "valuable formula," are narrow and specific.
