NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE

The Indian Health Service (IHS), Portland Area Office intends to issue a single source, firm-fixed price contract to Siemens Healthcare Diagnostics. The proposed procurement is for chemistry reagents for the Yakama Indian Health Clinic, Portland Indian Health Service. Pursuant to FAR subpart 13.106-(b), only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirement. The contractor provides the service to in addition to other federal sites within the Portland Area IHS and within the agency. Consistency in reagents are essential in providing reliable patient care diagnostics. The impact to government if not awarded is that is potential compromise to lab diagnostics and warranty of the currently installed analyzer.

The Portland Area Indian Health Service complies with the Buy Indian Act as well. This rule supplements the Federal Acquisition Regulation (FAR). The only known source available that is able to complete the contract requirements is Siemens Healthcare Diagnostic. The period of performance is 12/13/2023 – to 30 days ARO. The NAICS code is 334516 and the large business size standard $32.50 million. No solicitation document exists for this requirement.
