Combined Synopsis/Solicitation



The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires sewage disposal for the NOAA ships Okeanos Explorer and Oscar Sette while moored at the Port of Seattle



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2150-23-01057 is issued as a firm, fixed-price, commercial request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.



(iv) The NAICS code for this acquisition is 562910, Remediation Services. This is an open-market solicitation set aside exclusively for small businesses (

(v) Line items are as follows:



CLIN 0001: Sewage Disposal for NOAAS Oscar Sette & Okeanos Explorer at the Port of Seattle



(vi) Description of requirements for the services to be acquired: NOAAS Oscar Sette needs up to 4,000 gallons of sewage disposed of at Pier 90/91. Pump-off to take place on the tentative dates of 24-Apr & 26-Apr-2023. NOAAS Okeanos Explorer needs up to 18,000 gallons of sewage disposal at Pier 46. Pump-offs to take place daily starting 28-Apr through 04-May-2023.

(vii) Vessels will pump the material into vendor transport vehicle(s). Vendors do NOT need to be certified for pumping over water.

(xv) Offers are due 18-Apr-2023 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
