Description

A Sources Sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources sought synopsis is to identify all small business, including qualified 8(a), Historically Underutilized Business Zone (HUBZONE), Woman Owned small business, and Service-Disabled Veteran-Owned small businesses, for the requirement described below.



The scope of work requires the removal and disposal of approximately 2,200 tons of keel blocks composed of reinforced concrete at Joint Base Lewis-McChord (JBLM). There are approximately 630 keel blocks of varying dimensions and weights. Dimensions range from 80 inches long x 72 inches wide x 30 inches high to 48 inches long x 43 inches tall x 21 inches high.



Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition is in the Government's best interest. The Government intends to solicit proposals on sam.gov and award a Firm-Fixed Priced, Services Contract. The contract is anticipated to have a 24-month period of performance only. The North American Industry Classification Standard (NAICS) Code is 562119 (Other Waste Collection). The size standard of this NAICS code is $47M. NAICS code compliance verification will occur if/when quotes are submitted There is no solicitation available at this time. If an unrestricted solicitation is issued, all responsible firms, including small businesses, are eligible to submit a proposal in response to an unrestricted solicitation.



SUBMISSION REQUIREMENTS: Interested firms matching the categories referenced above must submit a brief capabilities statement package (no more than 3 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following:



(1) Company Profile to include number of employees, office location(s), Unique Entity ID (UEI) and/or Cage Code and statement identifying small business category and current status of the small business classification.



(2) Relevant experience within the last five years, including any contract number(s), and Government/Agency or firm point of contact (POC) and current telephone number for the POC. Identify if you were a subcontractor and the work you actually performed as the sub-contractor. Company sales brochures or marketing packages will not be considered.



(3) Identify if your company would submit a quote if a solicitation was posted in the future and if your company is actively registered at the System for Award Management (SAM) SAM.gov. Note, this registration would be mandatory to receive any resulting contract.



The submittal package must be emailed to chad.hankins@dla.mil with “Sources Sought JBLM Keel Block Removal” in the subject line. The submittal package must be received no later than 3:30 EST on January 30, 2023. LATE RESPONSES WILL NOT BE ACCEPTED.



A response to this sources sought will not be considered an adequate response to any forthcoming solicitation announcement, nor will it result in your firm's name being added to a plan holder's list to receive a copy of a solicitation. The Government WILL NOT provide a debriefing on the results of the survey. No reimbursement will be made for any costs associated with providing information in response to this "sources sought" notice or any follow-up information requests. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
