PROJECT DESCRIPTION





The Northwest Fisheries Science Center (NWFSC) is a marine research organization



owned and operated by the U.S. Department of Commerce, National Oceanic and



Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS).



The Manchester Research Station is located on 22 acres land at 7305 Beach Drive, Port Orchard, WA 98366. The campus has 21 major buildings structures. Some of the buildings were built in 1944, with the latest structure built in 2014. These buildings range from a simple 120 Square Foot (SF) storage shed to a 9,300 SF 2-story stick built structure to a 15,000 SF fish tank butler style structure. The total square footage of all buildings is about 60,000 SF.





This project proposes to relocate the necessary functions that currently reside at the Mulkiteo and Montlake facilities to the Manchester Research Station located in Manchester, WA. The major functions requiring relocation include:





● Conservation Biology Division Ocean Acidification Program & Environmental and Fisheries Sciences Division (EFS) Ecotoxicology and Fish Feeds and Nutrition Programs specialized aquatic facilities for research using live animals, offices and analytical laboratories



● Manchester new Recirculating Aquaculture System (RAS)





National Marine Fisheries Service (NMFS) is responsible for providing cutting-edge and vital science in support of the US economy and sustainable management of fisheries resources in marine ecosystems. NMFS facilities must support this science with specialized facilities and systems for conducting research on live marine organisms. In order to do this, NMFS requires world-class facilities designed by the best architects and engineers that NOAA can procure. The scientists that NMFS seeks are also being sought by the nation’s top academic institutions and private industry. NOAA facilities must be world class to support not only the science but also recruitment and retention of the scientists themselves. NMFS expects that the design of the new Manchester facilities will be of a caliber that will help it to attract world-class talent to support the vital science carried out on-site.







Features of the research facilities include:



a. Access to large volumes of high-quality seawater supporting a wide range of sensitive studies on marine fish species, shellfish and their habitats.



b. Laboratories for development of marine aquaculture and investigating how marine species are responding to increasing ecosystem-scale pressures, from ocean acidification to toxic storm water runoff.



c. A collaborative work environment for scientists.





As with all designs, the Northwest Fisheries Science Center (NWFSC) at Manchester has a defined cost limit for construction. NOAA intends to engage a General Contractor to provide early involvement during design to provide cost estimating and constructability support. It is incumbent upon the designer to work with the contractor and facilitate an interactive review process with the goal of maximizing building efficiency, quality and cost.





This project will be delivered utilizing the concept design in the same way an architect would do in traditional design services, with reviews and acceptance by the NOAA.





The anticipated period of performance is 7/25/2023 - 8/1/2025.
