THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Puget Sound Health Care System (VAPSHCS), Seattle Division:

VAPSHCS has a need for weekly deliveries of liquid nitrogen and bimonthly deliveries of liquid carbon dioxide to support the Cryostorage Core and Tissue Culture Core for VA Puget Sound Health Care System, Research and Development Labs.

Background
Research investigators at the VAPSHCS rely on core cryostorage facilities to maintain critical cell lines and patient samples. These storage systems require liquid nitrogen (LN2) to maintain the proper temperature, which requires weekly delivery and installation of LN2 tanks to R&D s three cryostorage cores.

R&D maintains a tissue culture core that is available for use to research investigators. A critical component of a tissue culture lab are CO2 incubators. CO2 is supplied to these incubators via a tank of liquid CO2 with a 50lb gas cylinder back up.

Potential Requirement Needs
Contractor will provide weekly visits to VAPSHCS to deliver liquid nitrogen and bimonthly to deliver liquid CO2. Gas will be delivered to the following locations:

Every week:
a) Contractor will acknowledge receipt of the weekly order by COB Monday. The week s order will be supplied by 12PM PST Monday. In the event of a federal holiday falling on a Monday, the order will be supplied by 12PM PST on a Tuesday and an order acknowledgment by COB Tuesday.
b) Contractor will arrive between 7am-11am PST Wednesday of every week to deliver that week s gas order.
c) Contractor must supply liquid nitrogen tanks with castor platform so that the tanks can be transported by R&D staff without the need of a hand truck.
d) Contractor must physically deliver gas tanks directly to their destination rooms and switch empty tanks for full ones.
e) Contractor will remove all empty gas tanks during delivery visits.
