Architect-Engineer Services for Civil Works Projects within the Seattle District, U.S. Army Corps of Engineers



I. Synopsis



a. This is a Sources Sought Synopsis to conduct market research. This is for information only and is for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.



b. The U.S. Army Corps of Engineers, Seattle District (NWS) anticipates soliciting and awarding a single unrestricted business indefinite delivery contract (IDC) and a single small business IDC for Architect and Engineering (A-E) Services under PL 92-582 (the Brooks Act) and FAR Part 36 procurement procedures. The proposed work will be performed under the North American Industry Classification (NAICS) code 541330 for Engineering Services. The maximum value of each contract will range between $5M and $10M. The IDCs will have a duration of three (3) to five (5) years. Both large and small business A-E firms are encouraged to respond to this Sources Sought announcement.



c. NWS anticipates awarding contracts to both small and large businesses. For the purposes of this procurement, a firm is a small business if its annual gross revenue, taken the last 3 fiscal years, does not exceed $16.5M. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work.



d. Description of Project: These U.S. Army Corps of Engineers (USACE or Government) will be primarily for work in the Seattle District, but may also be used to support Portland District, Walla Walla District, Omaha District, and/or Kansas City District. In addition to task orders awarded by the Seattle District, task orders may or may not be awarded under this contract by Portland District, Walla Walla District, Omaha District, and/or Kansas City District for work performed in their respective districts.



e. The work under this contract consists of miscellaneous water resource civil work planning, analysis, design, and engineering support during construction in areas serviced by or through the USACE Seattle District. The complexity and range of services included in the unrestricted and small business contracts may vary according to District requirements. Work shall be performed in accordance with Corps of Engineers policies and procedures of the Seattle District, including but not limited to: project management; reconnaissance reports; hydraulic and hydrologic engineering; geomorphology engineering; site investigation and mapping; surveying; plan formulation; feasibility reports; endangered species assessments/evaluations; technical review of reports; design analyses; value engineering; economic and financial analyses; design alternatives and analyses; plans, specifications and bidding documents for construction contracting; public involvement; support for comprehensive real estate assessments and real estate appraisal; cost estimating; engineering during construction; and environmental studies including monitoring and assessment of impacts. Individual task orders assigned under the contracts will identify specific requirements.



f. A-E services are done in the contractor's office except for such field investigations and field surveys as needed at the project site. The Government will not provide any direct supervision of Architect Engineer (A-E) employees.



II. REQUIREMENT:



a. Limit A-E responses to this Synopsis to 5 pages and shall include the following information. Clarifications and/or questions sent in a separate document will not count towards the page limitation.



1. Offeror's name, address, point of contact, phone number, and email address.



2. Offeror's business classification (i.e., small business, small disadvantaged business, woman-owned small business, historically underutilized business zone, 8(a) program, or other than small business).



3. Offeror's interest in the solicitation if it is issued.



4. Offeror's capability to meet project requirements.



5. Offeror's Statement of Capability to perform a contract of this size and complexity. Identify whether the A-E’s work was independently as a prime contractor or affiliated with another contract (e.g., joint venture, subcontractor, etc.). If your role was as a subcontractor, describe the design services that your company provided. For each project listed, provide a brief description of the project, customer name, date of performance, customer satisfaction, and dollar value of the project. Provide at least three (3) examples.



6. For Market Research Purposes: If the Offeror is a Large business, state the expected effort (as percentage of total fee) subcontracted to small business(s):

b. Offerors shall NOT submit a SF330 in response to this Sources Sought announcement.



c. Submission of interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities. If a solicitation is later released, it will be synopsized in https://www.sam.gov ONLY.



d. Interested offerors shall respond to this Sources Sought no later than 1000 hours, Pacific Standard Time, on 15 December 2021.
