Description

THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY, to assist the Government in identifying whether there are FAR 52.225-11 compliant T5 Type B LED lamps supplied and available in the market. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Although the Government is not obligated to and will NOT pay for any information received from potential sources as a result of this synopsis, industry is strongly encouraged to respond to this sources sought notice as information received may affect future acquisitions for the products in question.

Specifically, the U.S. Army Corps of Engineers (USACE), Seattle District, is seeking responses from industry to determine if there are any known T5 Type B LED lamps in existence that meet the definition of a construction material manufactured in the United States, or in a designated-country, as those terms are defined in FAR 52.225-11 (henceforth, U.S.-made or designated-country compliant).

The information received will be used in a determination as to whether an exception to the requirements of FAR 52.225-11 exists for construction solicitations and contracts that are being performed in the United States and that require retrofit of existing light fixtures to LED, due to non-availability or unreasonable cost of U.S-made or designated-country compliant T5 Type B LED lamps.

Of particular interest to this Contracting Officer is whether there exists a U.S.-made or designated-country compliant 48-inch T5 Type B LED lamp with a Correlated Color Temperature (CCT) of 4000K and a minimum Color Rendering Index (CRI) of at least 80%. Additionally, the lamps must provide equivalent wattage to the 54-watt fluorescent, High Output (HO) Lamps that they replace and emit a minimum 3300 lumens. A waiver to the Buy America statute will be pursued for an existing construction project(s) at Yakima Training Center, Washington, and potential other project(s), if it is determined that there are no U.S.-made or designated-country compliant T5 Type B LED lamps supplied and available in the market that can meet these requirements.

It is requested that manufacturers, distributors, suppliers, and industry experts either provide confirmation that a commercially available U.S.-made or designated-country compliant T5 Type B LED lamp exists or does not exist.
