Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



Solicitation Number F6T3CE3129AW06 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, Dated 2 JUN 2023 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20230609. It is the contractor’s responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) code 33299 with total number of employees NTE 750.

The government intends to award a Firm Fixed Price (FFP) contract to a qualified business deemed responsive in accordance with Federal Acquisition Regulation (FAR) Part 13. Quotes must conform to all requirements outlined in this Request for Quote (RFQ) and will be evaluated based upon the best value of the requirement. This office will consider any late quotes or any late revisions of quotes as non-responsive.





In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government.





Description of Requirement: The purpose of this project is to provide and install a minimum 7-feet tall statue of the iconic Air National Guard Minuteman at the intersection of El Paso and O’Malley on Fairchild Air Force Base. All work shall be performed in accordance with federal, state, local laws and regulations, commercial standards, manufacturer’s recommendations, and this Statement of Work (SOW).

Statement of Work:





DESCRIPTION OF WORK



The contractor shall verify all dimensions, elevations, and site conditions prior to starting



construction.



-Bronze Statue





A. Provide a bronze statue resembling a Minuteman figure as indicated on Attachment A.





B. Statue shall be minimum height of 7 feet.





C. Description of the Minuteman:





1. The statue depicts a minuteman at the Battle of Concord. It is a portrait of Isaac Davis,



an officer who died in the battle. The farmer-turned-soldier is shown trading his plow



for a musket and stepping away from his private life toward the impending battle. The



sleeves of his coat and shirt are rolled up; the minuteman's overcoat is draped over the



plow. A powder horn sits on the man's back instead of on his hip where it can be used.



His face is alert while his eyes are transfixed on the battle into which he is ready to



march. On his head sits a wide-brimmed hat that has been pinned on the right side.





D. Statue shall be installed on an existing 5’ by 5’ square pedestal. Base of statue shall not



extend outside perimeter of existing pedestal.





1. Existing pedestal has 4 monument lighting installed into the structure on four corners



as indicated on Attachment A.





Base of statue shall not obstruct illumination.





E. Provide a way of anchoring statue into existing J-bolts in concrete pedestal. Coordinate with



the government when dimensions of J-bolts are required.





F. Provide renditions (3-D digital model or miniature statue) of design to the government for



approval before the bronze casting process of actual size.





G. Provide shipping and installation onto existing pedestal. Provide the government 14 days of



notice prior to shipping and coordination of base access.





-Site Restoration





A. The contractor is responsible for restoring all site areas that are disturbed by the



construction activities. Repair surrounding surfaces and structures impacted by



construction.
