The Naval Air Systems Command (NAVAIR) intends to award contract actions to The Boeing Company (Boeing), Seattle, WA for work to be performed in Jacksonville, FL on an other than full and open basis. These efforts shall be procured pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The contract actions will cover P-8A Increment 3 Block 2 Engineering Change Proposal (ECP) 6 retrofit activities to include procurement of A-Kits and installation of A-Kits and B-Kits. Follow-on retrofit activities are planned to occur between FY26 and FY30.
Boeing is the sole designer, developer, and manufacturer of the P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government's requirements without resulting in unacceptable delays in fulfilling the Navy’s requirement to procure ECP 6 A-kits and ECP 6 aircraft modifications.
This notice of intent is not a request for competitive proposals. Interested persons may submit a capability statement identifying their interest and capability to respond to this requirement. The Government will consider any capability statements submitted by identified closing date of this announcement.
