Synopsis:



The anticipated posting date for the Request for Qualifications is October 14, 2022.





The Architect Engineer (AE) firm shall provide all design services as required to build out the Northwest Fisheries Science Center (NWFSC) requirements at the Manchester Research Station in Manchester, Washington. The project will include the following:




  1. A new, energy efficient facility that will include modern laboratory facilities for data collection and research that focuses on understanding the life cycle of marine species and the impacts of ecosystem stressors on anadromous and marine fish and invertebrates.

  2. The facility will include but is not limited to the following program areas and facilities:

    1. Recirculating Aquatic System (fresh and saltwater)

    2. Wet Labs

    3. Dry Labs

    4. Facility Storage

    5. Gas Generation

    6. Freezer Storage

    7. Office Spaces

    8. Hatcheries (specialized flow through aquatic systems for ocean acidification and toxicology research, and recirculation aquaculture systems)

    9. Electrical, Mechanical and Communication Spaces

    10. Site work including utilities, sidewalks, parking, roadways, and landscaping



  3. Base and Options:

    1. Task 1 – NWFSC Manchester Research Campus Addition Design Drawings and Specifications

    2. Task 2 – Geotechnical Investigation

    3. Task 3 – Furniture, Fixtures, and Equipment (FFE) design services

    4. Option 1 – Enhanced Commissioning Services (both Design and Construction Phase)

    5. Option 2 – Construction Administration Services

    6. Option 3 - Estimating Services









This project will be delivered utilizing the Construction Manager as Constructor project delivery method. The selected AE team goes through concept design in the same way an architect would do in traditional design services, with reviews and approvals by the National Oceanic and Atmospheric Administration (NOAA).





The estimated magnitude of the resulting construction price range is estimated to be between$20,000,000 and $30,000,000.



The AE Firm as used an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the project design.





The AE selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the Lead Designer and Design Firm. In Stage II, shortlisted Lead Designer-AE teams will be interviewed. The AE firm will address the contractual relationship with the Lead Designer and project team in Stage II.



The NAICS Codes for this procurement is 541310 Architectural Services. Award of a Firm Fixed Price contract is anticipated. Anticipate award of contract with successful AE firm is June 2023. Anticipated time for completion of concepts design is approximately 365 calendar days including



time for NOAA reviews. The AE firm shall also be required to perform construction period services after award of the construction project contract.
