Description View Changes

The purpose of the first solicitation amendment is to include an attachment that was not included in error (Attachment J-5). The purpose of the second amendment is to post the answers to RFCs. The purpose of the third amendment is to shift the PoP from 05 December 2022 through 23 December 2022, to 12 December 2022 through 06 January 2023. The purpose of the fourth amendment is to extend the due date of proposals. The purpose of the fifth amendment is to shift the PoP from 12 December 2022 through 06 January 2023 to 19 December 2022 through 13 January 2023 and extend the due date of proposals.

The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) detachment Everett, Washington, intends to award a firm-fixed price contract(s) to accomplish Continuous Maintenance Availability (CMAV) 3A1 of the USS GRIDLEY through the completion of the work items included in attachment J-1.



This acquisition is planned to be set aside 100 percent for small businesses that fall within the 1,250 size standard, under North American Industry Classification System (NAICS) code 336611 Ship Building and Repairing and Product Service Code J999 (Non-Nuclear Ship repair West), maintenance, modernization, and repair, in accordance with Federal Acquisition Regulation 19.502-2 Total Small Business Set-Asides.



The period of performance for USS GRIDLEY is scheduled to be December 19, 2022 to January 13, 2023.



Prospective offerors must have previously executed either a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) or must possess and provide the documentation necessary to show qualifications to perform the work required to execute the award.



All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://sam.gov.



All inquiries shall be made via email directed to Bailey Juvinall, Contract Specialist, at bailey.a.juvinall.civ@us.navy.mil, and Cheri Richards, Contracting Officer, at cheri.r.richards.civ@us.navy.mil. Requests for clarifications and Questions shall be submitted no later than 22 September 2022 at 9:00 AM Pacific Daylight Time (PDT). The Government reserves the right to not answer any requests received after 22 September 2022 at 9:00 AM PDT. Please submit your proposal, along with the rest of the solicitation requirements in the current solicitation, no later than 16 November 2022 by 12:00 PM PST. Include all POCs in all electronic communications.



Electronic Delivery of Proposals: Delivery submissions shall only be accepted electronically. Offerors must submit electronic copy of their proposal in accordance with above instructions. Proposals shall be submitted via https://piee.eb.mil/.Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/.



Proposals submitted by mail or hand-carried will not be evaluated. Proposals sent through proprietary or third party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the Federal Acquisition Regulation (FAR).
