Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Puget Sound Health Care System (VAPUGHCS):

VAPUGHCS has a need for: SunCHECK Patient Computer Software Purchase and Installation

Background
Since 2016, VA Puget Sound Health Care System (VAPSHCS) Radiation Oncology has used Sun Nuclear s SNC Patient software with our Sun Nuclear ArcCHECK radiation therapy test instrument to perform quality assurance (QA) tests for Intensity Modulated Radiation Therapy (IMRT) and Volumetric Modulated Arc Therapy (VMAT) treatment plans. Sun Nuclear s new SunCHECK Patient software is an upgrade to our legacy SNC Patient software that provides (a) efficient pre-treatment QA using our ArcCHECK test instrument and (b) new software tools for ongoing Patient QA during treatment. Furthermore, the SunCHECK Patient software integrates with our existing SunCHECK Machine software in a unified Patient and Machine Quality Management system, with a single interface and single database. The result is a more centralized view of our department s QA efforts and more opportunity to improve the quality of care.

Scope
Vendor will install the purchased SunCHECK Patient software and provide clinical application training on the new software at VA Puget Sound Health Care System, 1660 S. Columbian Way, Seattle, WA. Included project deliverables and requirements are identified below.

Specific Tasks
Project Deliverables

Remote Software Installation. In coordination with VA Biomedical Engineering, Vendor will remotely install the latest version of SunCHECK Patient on a VA-provided production server in a new virtual environment. (Installation will be documented, and all documentation will be delivered to VAPSHCS.) The SunCHECK Patient components to be installed include:
SunCHECK Server - Virtual. Qty.: 1
PerFRACTION Measure. License Qty.: 2
PerFRACTION Dosimetry. License Qty.: 2
PlanCHECK. License Qty.:2

Vendor software installation will include:
Remote machine configuration and LINAC verification with SunCHECK.
Remote connection establishment with Record & Verify system.
Custom Beam Models. Vendor will work with VAPSHCS staff to create five (5) custom beam models and confirm optimization with Beam Model Verification reports.
Configure and implement SSL as part of the SunCHECK Patient deployment, if applicable.
Windows Firewall configurations.
Clinical Application Training. Vendor will deliver onsite/remote application training for VAPSHCS identified users. Training will include user education for all installed SunCHECK Patient software components. The training format and number of training days will be based on VAPSHCS Radiation Oncology needs as determined by the number of Education Units allocated. Amount of training to be provided is as follows:
Number of Education Units to be delivered: 12
4 hrs. remote instructor lead session = 1 Education Unit
1-day onsite training = 3 Education Units

Hardware Validation
Upon receipt of notification that VAPSHCS has installed and configured the required hardware/VMware to support the purchased SunCHECK software, Vendor will, together with VA Biomedical Engineering, perform a hardware validation exercise to include the following:

Actual server counts match the specification documentation.
Server has the correct CPU/RAM/Drive configuration and video card(s).
Measure Physical I/O and IOPS for each server and storage component.
Network attachment, connectivity, and performance where necessary at appropriate levels per the user experience requirements.

Performance Monitoring
Upon notification by the Vendor that the purchased SunCHECK Patient software has been installed and configured, VAPSHCS Radiation Oncology Medical Physicists will perform acceptance testing of all purchased software components to verify that the software functions as intended and meets the manufacturer s published performance specifications. Any deficiencies noted will be corrected by the Vendor and retested prior to the end date of the contract performance period. Each SunCHECK Patient software module will be tested, to include:

Security Requirements
VAPSHCS Biomedical Engineers will work with the vendor and screen share for the software installation and configuration. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VAPSHCS Biomedical Engineering and/or Radiation Oncology staff while at VA Facilities. No background investigation for contractor employees is required.

Government-Furnished Equipment (GFE)
Server Computer. The SunCHECK Server Computer is a Government-Furnished virtual server on a Biomedical Engineering-managed server. The virtual server meets or exceeds the specifications listed in Sun Nuclear Corp. document, SunCHECK v3.2 Platform Deployment , P/N 1299023, Rev. E, 12 May 2021.

2 Server Software. Microsoft Server OS license, SQL license, and SQL Client Access Licenses (CALs) are Government-Furnished.

Client Computers. Client computers are Government-Furnished PCs that meet or exceed the following SunCHECK specifications:
Dual Core 1.5 GHz CPU
2 GB free RAM available
10 GB hard drive with at least 2 GB available
Google Chrome or Microsoft Edge Browser with Chromium supported
Monitor Resolution: 1280 x 1024 (minimum) or 1920 x 1080 (recommended)
Monitor 32-bit color depth
OS: Microsoft Windows 10
Network Bandwidth: Minimum 5 Mbps and 100 ms latency

Other Pertinent Information or Special Considerations
As outlined above, upon completion of software installation and configuration, VAPSHCS Radiation Oncology Medical Physicists will perform acceptance tests of all installed software components to verify that all software performance meets manufacturer s performance standards and that the work done under the contract has been performed to time and standard.

Safety and Infection Control
Prior to initial onsite work under this contract, contractor employees will be briefed by VAPSHCS staff on Safety and Infection Control requirements applicable to their work. This briefing will be provided and documented by Biomedical Engineering and Radiation Oncology supervisory staff, as appropriate.
10. Place of Performance.

Vendor work under this contract will be performed both remotely and onsite at VA Puget Sound Health Care System, 1660 S. Columbian Way, Seattle, WA. Software installation and configuration will be done by contractor personnel remotely supporting onsite VA Biomedical Engineers. Contractor-provided training under the contract will be performed both remotely and onsite at VA Puget Sound Health Care System, according to the training schedule approved by VAPSHCS Radiation Oncology. Any travel expenses incurred by the contractor for the purposes of onsite training are included in the fixed contract price and will not be billed or paid separately.

Period of Performance
Work shall be completed within three (3) months of the start date.

Document Delivery Schedule
A minimum of two (2) physical copies each of Software Technical Manuals, User Manuals, and User Training Materials will be provided by the Vendor prior to completion of the work.

No gray market or remanufactured items will be acceptable. Vendor shall be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM.
