Description

The following factors were used to evaluate offers:IAW FAR Prevision 52.212-2 as published in the RFQ. The following factor were used to evaluate quotes.



1. Technical: Two (2) elements are listed in quote preparation and will be evaluated as “Acceptable” or “Unacceptable.” The Offeror must receive an “Acceptable” in both areas to receive an overall rating of “Acceptable” in this area.



2. Past Performance: The Government will review past performance data submitted in addition to the Government’s CPARS. However, the Government reserves the right to obtain past performance information from any available source and may contact sources other than those identified by the offeror when evaluating past performance. The Government will rate the offeror in relation to successfully performance. A contract award will not be made to any contractor who receives an Unsatisfactory past performance rating.



i. Substantial – Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.



ii.Satisfactory - Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.



iii. Limited – Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. iv. Unknown/Neutral – The offeror has little/no relevant past performance upon which to base a meaningful performance risk prediction.



3. Price: Price will be evaluated using Price Analysis Techniques and the following criteria:



i. Total Price: The total evaluated price will be the sum of all Contract Line Item Numbers



ii. Balance of Quote: The quote is balanced if the price is properly distributed throughout the CLINs.



iii. Reasonableness: A price is reasonable if, in its nature or amount, it does not exceed what would be incurred by an ordinarily prudent person in the conduct of normal competitive business. Technical and Past Performance, when combined, are significantly more important than price.
