2. The Seattle Field Office of the U. S. Geological Survey Earthquake Science Center investigates potential seismic hazards related to active faulting and requires services for seismic cone penetration test (sCPT) within the Walla Walla Valley of southeastern Washington.
3. All information submitted in response to this announcement is voluntary, the government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned.
4. Proposed action will be awarded in accordance with FAR 12 Acquisition of commercial Products and Commercial Services and FAR 13 Simplified Acquisition Procedures.
5. Solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04, effective 04/01/2024 Please see solicitation with CLINS, technical specifications, provisions, and clauses.

8. Size Standard: $25.5M
9. USGS is tax exempt.
10. It is the responsibility of all interested parties to check periodically for any amendments to the solicitation. All Amendments must be signed and included with quote submission.
11. Evaluation. Quotes will be evaluated by best value to the government using the following factors.
a. Technical capability
i.To include contractor capability to perform the primary and critical aspects of the work with its own resources.
b. Price
c. Past performance
i.To include executing projects with minimal reliance on subcontractors.
12. Deliverables:
a. Signed SF18
b. Signed amendments (if applicable)
c. Firm, fixed price quote
d. Quote shall show provide sufficient detail for evaluation and clearly identify all requirements that can and cannot be met.
e. Technical information/Capability Statement
f. References or awards for similar work.
g. Completed FAR 52.204-24 and FAR 52.204-26
h. SAM UEI visible on quote
