Description

This is a Synopsis IAW FAR 5.2 Synopsis of Proposed Contract Actions.



The USDA Forest Service (FS), Procurement & Property Services (PPS), Field Procurement Operations Northwest Branch CSA #2 is issuing this synopsis to announce the intent on awarding a competitive BPA Call Order against multiple award schedule BPAs for Forestry Vegetation Management located at USDA’s Contract Portal, awarded against solicitation number: 1204T018Q0003 for forestry thinning, pruning, piling, and rearrangement of forest vegetation.

Project Title: 2023 OLYMPIC NON-COMMERCIAL THINNING Olympic National Forest Hood Canal Ranger District (Jefferson County)



The purpose of this contract is for silvicultural treatment. The Contractor shall, considering the given objective, develop a plan of operation to accomplish these objectives and organize and direct all the equipment and personnel needed to fully accomplish the work. The requirements include furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals except those items listed as Government-furnished property.



Location. Units are located on the Hood Canal Ranger District, in the Olympic National Forest, in Jefferson County, Washington State. The locations of project units are shown on vicinity and project maps furnished with this solicitation.



PSC: The primary produce service code is F014 NATURAL RESOURCES/CONSERVATION- TREE THINNING



NAICS: The North American Industry Classification System (NAICS) Code 115310 Support Activities for Forestry-Fuels Management Services $34



This BPA is composed of Small Businesses. There are currently eight (8) businesses that will receive this solicitation.



This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred.



If your organization has the potential capacity to perform these contract services, please provide the following information:



1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and



2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements.



The government will evaluate market information to ascertain potential market capacity to:



1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated.



2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.



3) implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and



4) provide services under a performance-based service acquisition vehicle.



This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs previously solicited on the Government Point of Entry (GPE) at:
