This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, using Simplified Procedures for Certain Commercial Items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



PSNS & IMF, located in Bremerton, WA, is requesting a quote from your firm for the item(s) listed in the attached Statement of Work (SOW).



The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01, with an effective date of 11/14/23 and Defense FAR Supplement (DFARS) Publication Notice Change effective date 10/30/23



This requirement will be solicited full and open.



The Government intends to award a Firm Fixed Price Blanket Purchase Agreement, for Commercial Psychological Evaluation Service.



PSNS & IMF employees assigned to perform national security duties are subject to investigation to determine whether they are and will remain reliable, trustworthy, of good conduct and character, and loyal to the United States and whether granting or continuing national security eligibility is clearly consistent with the nation’s interest. Personnel security determinations assess whether an individual can be trusted to protect national security. It is impossible to establish with certainty, based on an eligibility determination that human beings will continue to behave in ways to retain such trust. Continuous Evaluation (CE) is the periodic reviewing of the individual's background to determine whether they continue to meet the requirements for national security eligibility.



The Contractor shall provide Clinical Psychologist services in support of the Puget Sound Naval Shipyard (PSNS) and Intermediate Maintenance Facility (IMF). The vendor must effectively and efficiently provided written responses from a mental health professional’s perspective regarding employee’s psychological conditions, when safeguarding classified and sensitive information is raised. The vendor is required to provide a duly qualified opinion when evaluating potentially disqualifying and mitigating information on an individual’s judgement, reliability or trustworthiness.



Evaluations shall be performed at the contractor’s facility.



A full description of all requirements associated with this contract action are provided in a detailed (PWS) (Attachment 1a).



The period of performance is 01/09/2024 – 01/08/2029
