MK 30 Mod 1 Anti-Submarine (ASW) target Low Frequency Projectors
Instructions to Interested Parties:
This is not a Request for Proposal (RFP) and a contract will not be awarded from this questionnaire. We are requesting assistance from industry in the preparation of a Firm-Fixed Price (FFP) Supply contract. This market survey is issued to determine if competitive sources exist which are capable of satisfying the agency's requirement and whether or not this contract should be set aside for Small Business. The determination to set aside will be based on sufficient responses from Small Businesses indicating an interest in proposing on this work. Your answers to the following questions will be used for this determination.
Any questions/comments submitted in response to the draft Statement of Work (SOW) may not receive a response; however, all questions and comments will be reviewed by the Government to assist in identifying revisions to be incorporated in the SOW. Questions shall be submitted in writing to Paul Berglund at paul.b.berglund.civ@us.navy.mil.
Although respondents will NOT be individually notified of the results of the evaluation, the general results, as well as the set aside determination will be posted. Specific company information will be kept confidential and will not be disseminated to the public. This sources sought notice is not to be construed as a commitment by the Government and the Government will not pay for the information submitted in response to this announcement.
North American Industry Classification System (NAICS) Code: 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business size standard is 1,250 employees.
Federal Supply Class (FSC): 1355 Torpedos and Components, Inert
The contract is anticipated to be a supply purchase only, on an FFP basis. It is anticipated that the award of the contract will be made on a Lowest Price Technically Acceptable (LPTA) basis to the Government and no trade-off analysis will be performed. The RFP is anticipated to include three (3) Contract Line Item Numbers (CLIN). CLIN 0001 will be for two (2) LSG Projectors (First Article) built and tested in accordance with a NAVSEA drawing, drawing references, and specs. CLIN 0002 will be for eight (8) LSG Projector (Production) in accordance with a NAVSEA drawing, drawing references, and specs. CLIN 0003 will be for First Article and Production Test and Inspection Reports/Data (CDRLS).
No Industry Day is anticipated for this effort.
The Government does not anticipate releasing a draft RFP.
Requirements:
This requirement is for MK 30 Mod 1 Anti-Submarine (ASW) target Low Frequency Projectors to be built in accordance with NAVSEA drawings. Please refer to attached LSG Projector SOW for the complete description of this requirement. A draft SOW is attached along with the Sources Sought Questionnaire, and representative drawing(s) are located as attachments within this posting. Drawings Referenced are restricted by the Arms Export Control Act and are ONLY available to contractor’s appointed data custodian that are registered with Defense Logistics Information Service (DLIS) Joint Certification Program (JCP). Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information will be available through SAM as an attachment to this solicitation when it is released.
Please return the completed questionnaire via email to the address listed below by the closing date and time of this sources sought event. Submissions will be accepted after the closing date; however, feedback may not be as timely or contribute to NUWC Division, Keyport's strategic planning.
