(i) This is a solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.



(ii) Solicitation number: 75H71324Q00024 applies, and is issued as a Request for Quote (RFQ).



(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06.



(iv) The North American Industry Classification System (NAICS) Code for this acquisition is 339112. The size standard is 1,000 Employees. This Solicitation will be 100% set-aside as Indian Small Business Economic Enterprise (ISBEE) in accordance with 25 U.S.C. 47 the Buy Indian Act. It is the contractor's responsibility to be familiar with the applicable clauses and provisions.

*The requirement requires no install or removal of the old units. Items are commercial off the shelf and will be solicited as “brand name or equal,” to a self-certified ISBEE vendor.



(vii) Delivery and acceptance terms for this order is FOB Destination. Delivery Addresses: Wellpinit Service Unit, 6203 Agency Loop Road, Wellpinit, WA 99040. Location does not have a dock, a forklift is available.



(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Sep 2023).



(ix) The provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following factors is price of each unit in accordance with the Statement.. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the responsible offeror pursuant to FAR subpart 9.1-



(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.



(xi) FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Nov 2023) applies to this acquisition. Invoice submittal will be in accordance 352.232-71 Electronic submission of payment requests.

(a) Definitions. As used in this clause –



Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.



(b)Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.



(c)The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.



(d)If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer’s written authorization with each payment request.



The Contractor is required to submit invoices in accordance with FAR Clause 52.212-4(g) uploading into www.ipp.gov.
