Introduction:

In accordance with RCW 39.04.270, The City of Sumner (owner) invites qualified vendors to submit proposals for the phased, owner-installed implementation of an on-premises video surveillance system for City Hall, Wastewater Treatment Facility, and the Bill Heath Sports Complex This initial phase is designed to empower the city with the capability to install and manage the system internally, focusing on strengthening the security infrastructure of our city facilities and public spaces. Future phases include city wide improvement or replacement of video surveillance in all facilities, intrusion detection, and access controls city wide.

Background

Recognizing the imperative to enhance security measures, The City of Sumner is embarking on the first phase of a comprehensive security system. This initial project, to be owner-installed, centers on deploying an on-premises video surveillance solution, emphasizing data sovereignty and control. Plans for future integration of intrusion detection, access controls, and cloud solutions are integral to the city’s strategic vision.

Objectives:

The primary objectives of this phased, owner-installed implementation include:

  • Empowering the city with the capability to install and manage the on-premises video surveillance system.
  • Enhancing real-time monitoring and incident response capabilities.
  • Establishing the groundwork for seamless integration with intrusion detection, access controls, and cloud solutions in subsequent phases.
Scope of Work

Vendors are tasked with providing a solution conducive to owner-installed implementation of an on-premises video surveillance system.

Key components include:
  • An Avigilon/Motorola based solution.
  • High-resolution cameras strategically placed as documented in the appendices.
  • High-resolution analytic cameras strategically placed as documented in the appendices
  • Centralized on-premises monitoring and analytics capabilities.
  • A scalable NVR that has 10G ethernet connectivity with a minimum of 30 days recording with the ability to expand for future phases.
  • Scalability and architecture conducive to future integration with intrusion detection, access controls, and cloud solutions.
Initial phase locations and details:
  • All Location will be connected by a 10G Fiber backbone to City Hall in a hub-and-spoke configuration.
  • City Hall will host the centrally located NVR in its datacenter.
  • All estimates should include mounts.
  • Owner will provide data cabling.

    • Wastewater Treatment Facility in the southeast corner of the exterior diagram in appendix 2 will require a weatherproof NEMA rated enclosure for power, wireless and switching equipment.

    • Cameras will be mounted 20 – 30ft high on noted sports field light pole.
    • Light pole has unswitched 110v power.
    • Weatherproof NEMA rated enclosure for power, wireless and switching equipment to be mounted on pole.
Requirements:

Proposals must address the specific requirements of a small city government, focusing on the phased, owner-installed approach and future integration:

  • Support for owner installation.
  • Flexibility for future integration with intrusion detection and access controls.
  • Affordability and cost-effectiveness for the owner-installed video surveillance phase.
  • Compliance with relevant regulations and standards.
  • User-friendly interfaces suitable for city personnel.
  • Training for initial commissioning with owner to complete.
  • The submitting firm shall be located within 2 hours ground travel to any City of Sumner facility.
Future Phases & Projects:

The City of Sumner envisions future phases that will include:

  • Integration of intrusion detection systems.
  • Integration with access control solutions.
  • Seamless integration with cloud solutions for enhanced scalability and accessibility.
  • New Operations Facility: Video Surveillance, Access Controls, Intrusion solution.
  • Citywide video surveillance, access controls and intrusions improvement and replacements.
  • The City of Sumner reserves the right to retain the services of responsive firm(s) for subsequent phases.
Required Proposal Content:

The proposal shall include but not limited to the following:

  • Narrative describing the submitting organization.
  • Outline of a minimum of 3 similar projects with reference’s contact information.
  • Demonstrate the ability to integrate with access control and intrusion solutions.
  • Detailed, itemized count and cost break down by device.
  • Device specifications.
Evaluation Criteria:

Proposals will be evaluated based on criteria including:

  • Suitability for owner-installed implementation.
  • Alignment with the phased on-premises approach and future integration plans.
  • Cost-effectiveness and value.
  • Vendor experience and references in municipal on-premises video surveillance projects.
  • Per owner request, during the evaluation process, the owner may request an onsite, in-person interview with the top candidates to include a demonstration of the proposed solution.
  • Meeting proposal requirements.
  • Proposal Submission and Deadline.

Vendor Requirements
  • Any vendor who submits a proposal shall have been in business for at least 5 years.
  • Any vendor proposing shall be licensed to do business in Washington State.
Submission Deadline:

Proposals must be submitted no later than Friday January 19, 2024 – 12:00 PM . [MB1]
