Introduction:

In accordance with RCW 39.04.270, The City of Sumner intends to enter into a competitive negotiation process with vendors of Dark Fiber Optical Network Services.

Summary:

The City of Sumner desires to connect all of its city offices and facilities to Sumner City Hall, where the City’s data center is located. In addition, the City desires to provide a fiber optic route (The North-South Backbone) extending from the northern city limits at Lake Tapps Parkway and East Valley Highway to Shaw Road and East Main Street in Puyallup, and to provide fiber optic cable from traffic signal control points along the fiber route to City Hall.

The table below defines each fiber route and the number of fiber optic strands in each:

Fiber Optic Route

The City has conducted studies to identify potential fiber optic routes for the desired network. A general route description map is provided here. Potential vendors who desire GIS files (KML) describing the route may request these directly from the RFP contacts listed in this RFP.

Proposing vendors are not required to confine their built routes to only the City’s described routes.

Specifications

Vendor proposals must include demarcation/termination specifications for each location in their proposal. Each City facility served must terminate in a suitable wall or rack mounted fiber optic patch panel. Endpoints for the North-South Backbone must be available/accessible to the City in a vendor supplied fiber optic splice case.

Vendor installed dark fiber optics must meet or exceed the following testing specifications:

Using end to end bi-directional OTDR testing, each strand from end to end must meet or exceed the
signal attenuation specifications shown below:

Each fiber optic strand must be capable of carrying 100 GB per second data

Vendor Agreements

A Franchise Agreement with the City of Sumner authorizing use of the City’s right of way will be required as part of contract finalization.

Any vendor who submits a proposal shall have been in business for at least 5 years.

Any vendor proposing shall be licensed to do business in Washington State.

The proposing vendor’s primary business is providing fiber optic services.

Proposal Evaluation Criteria

Vendor proposals will be evaluated on the following criteria:

A contract award may be made to the qualified proposing vendor whose proposal is most advantageous to the City with price and other factors considered. The City specifically reserves the right to reject any and all proposals for good cause and request new proposals. No vendor shall have a claim for reimbursement or other damage for the costs it incurs in reviewing and responding to this request for proposals.

Vendor Proposal Format

Vendor’s proposals shall include the following:

Introduction Letter identifying the vendor, and the vendor’s authorized personnel that will be on the project team and doing business with the City of Sumner.

A general schedule for completion of the installation.

A clear costs per strand mile for each segment listed above in this RFP, or a comprehensive cost per segment served quotation.

Specifications for each demarcation patch panel at each location

Splice case specifications for each splice case located at the ends of the North-South Backbone

Proposed contract terms. (More than one contract proposal may be submitted)

Contract Terms must at a minimum, include:

  • Length of contract (months, years)
  • Annual Maintenance costs
  • Service levels provided under the contract

Submission Deadline:

Proposals must be submitted no later than 5:00 PM on Thursday, June 1, 2023. Late submittals will not be considered.
