	WSDOT has a history of struggling to meet Federal Highways Administration (FHWA) DBE requirements on large (mega) transportation projects. To continue the success in utilizing Disadvantaged Business Enterprises (DBE) on WSDOT Mega-projects, WSDOT is seeking to retain the expertise of Forch Consulting to engage the DBE community on the current nineteen (19) Mega-projects.
