CONSULTANT SERVICES
Planning and Mobility Studies for Reconnect South Park

The City of Seattle, through its Office of Planning and Community Development, (the City) requests Statements of Qualifications from qualified firms. This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money if necessary. Consultants will be considered for the following project.

The City reserves the right to amend terms of this solicitation to circulate various addenda, or to withdraw it at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description: The work performed by the Consultant will support the FHWA- and state-funded Reconnect South Park Project, which is intended to study different options for the future SR 99 where it cuts through the South Park neighborhood of Seattle. This project aims to assess the different possible reconfigurations of the highway, their potential impact on regional and local multimodal mobility, and their potential impact on the safety, environment, health, and economy of surrounding communities. Initial planning studies and travel demand analyses will contribute to the development of a Community Vision Plan. After the Vision Plan is released, the work will focus on multimodal mobility analysis and modeling and associated environmental considerations.

The City expects to achieve the following outcome through this consultant solicitation:

1. Support OPCD’s project management through a tight timeline and use of state and FHWA transportation funds. Support interagency coordination and engagement.
2. Conduct travel demand and multidisciplinary planning analyses to evaluate multiple options for SR 99 and inform community visioning efforts. Combine inputs from community visioning efforts (outside this Scope) with analysis summaries to develop a Community Vision Plan.
3. Identify and model potential impacts to local and regional multimodal mobility associated with different options, develop strategies to mitigate negative impacts and maximize benefits, and reiterate analyses to test these strategies.
4. Identify and assess how each option may impact the environment and air quality.
5. Document findings in ways that are accessible to a wide variety of audiences, well-organized, graphic-rich, and compelling.

The City anticipates possibly awarding a negotiated hourly rate contract for an initial amount of $1,000,000 with an anticipated project schedule of April 2024 through mid-2026. The initial contract value and duration may be increased in varying contract dollar amounts and time. The Budget Period End Date for the subject FHWA Grant is June 30, 2029. This project will be federally funded in part through FHWA. A contract goal of 19% has been established for this procurement. The DBE goal for this procurement is race conscious.

Evaluation Criteria: Consultants will be evaluated and ranked on qualifications of key personnel, firm experience, ability to meet schedule, approach to work, familiarity with WSDOT/FHWA standards, past performance, approach to meet the DBE goal.
