The City of Bainbridge Island (City) is seeking a Contractor to help design and administer a pilot heat pump installation program for single-family homes on Bainbridge Island. The program aims to:

• replace or supplement inefficient electric heat systems with high-efficiency heat pumps, and/or
• convert or supplement propane, fuel oil or wood stove heat systems with high-efficiency heat pumps.

Background

The City of Bainbridge Island desires to launch a heat pump installation pilot program in early 2024. Heat pumps are beneficial as they are more energy efficient than traditional heating systems, reduce reliance on fossil fuels, and can provide cooling. Building energy use was responsible for approximately 55% of 2018 community greenhouse gas emissions on the Island, primarily from residential electricity use.
